We are looking for a qualified candidate to fill the Monitoring and Evaluation and Learning Manager (MELM) position that is based in Antananarivo, Madagascar, for the upcoming education project funded by USAID Lova: Foundational Skills for a Better Future. This position is contingent upon award. Job Summary: The MELM will provide technical leadership to develop the program framework, plans, and indicators to capture project performance results and provide effective, accurate, and timely monitoring, evaluation, and reporting of project activities. The MELM supervises the program’s MEL activities, ensuring the implementation of a Collaborative Learning Approach (CLA) and that lessons learned are documented and integrated into program implementation to continuously improve the quality of interventions and outcomes. The MELM is responsible for documenting and disseminating program successes and challenges to USAID. Job Responsibilities: 1. Program Framework and Indicator Development: - Provide technical leadership in developing the program framework, including logical frameworks, monitoring plans, and evaluation plans. - Develop clear and measurable indicators to capture project performance results. - Collaborate with relevant stakeholders to ensure alignment of indicators with project goals and objectives. 2. Monitoring, Evaluation, and Reporting: - Oversee the implementation of monitoring activities to track project progress, including data collection, analysis, and interpretation. - Design and conduct evaluations to assess the effectiveness and impact of project interventions. - Ensure the timely and accurate reporting of project results to internal and external stakeholders. - Develop and implement systems for data quality assurance to ensure the reliability and validity of project data. 3. Collaborative Learning Approach (CLA): - Implement a Collaborative Learning Approach to promote knowledge sharing and learning among project staff, partners, and stakeholders. - Facilitate regular learning events, including workshops and discussions, to document and share lessons learned, best practices, and challenges. - Incorporate learning into program implementation, making adjustments and improvements based on identified insights and evidence. 4. Documentation and Dissemination: - Document program successes, challenges, and lessons learned, and ensure their integration into program reports and donor communications. - Prepare high-quality reports, presentations, and other knowledge products to effectively communicate program achievements and impact. - Collaborate with communications staff to develop materials for program promotion and visibility. Job Qualifications and Experience: - A minimum of 10 years of experience in monitoring, evaluation, and learning in the development sector, preferably in education or related fields. - Master's degree in a relevant field such as monitoring and evaluation, social sciences, or community development. - Strong knowledge of monitoring and evaluation methodologies, data collection and analysis techniques, and performance measurement frameworks. - Experience in developing and implementing monitoring and evaluation plans, including logical frameworks and performance indicators. - Familiarity with Collaborative Learning Approaches and knowledge management practices. - Excellent communication, presentation, and report-writing skills. - Strong project management skills, including planning, coordination, and implementation. - Ability to work effectively with diverse stakeholders, including government entities, NGOs, and donor agencies. - Fluency in English and French (written and spoken) is required; knowledge of local languages is an advantage. - Availability to travel as needed within Madagascar.
